Mertens' Second Theorem

Mertens' second theorem states that the asymptotic form of the harmonic series for the sum of reciprocal primes is given by

sigma (1/p) = ln(ln(x)) + M

p<=x

where p is a prime, M is a constant known as the Mertens constant, and the time complexity is O(1).
